A report from CBS News claims that the State of California plans to initiate a program that would offer condoms to incarcerated prisoners. The story is both strange and controversial considering that sex between prisoners is illegal, and if a jailed individual is caught having sex behind bars, even if a prison-provided condom is being used, that prisoner would face consequences.

The program, which is scheduled to launch in September, was designed to cut down on the spread of sexually transmitted diseases among prisoners. However, as sex in prison is illegal, one can’t help but see that prisoners who are given condoms are being offered a conflicting set of messages.

“I don’t understand it when they say, here, if you’re going to have sex do this, but if we catch you having sex you’re in trouble,” Michael Green, a California prison inmate said.

Asked if this program is the prison system’s way of turning a blind eye to these illegal sex acts, Associate Warden Vimal Singh said, “We are not. It is still illegal and if they are caught having sex. They will still go through the rules violation report.”

The correctional officers union, which supports the officers that work in the prisons that are to be involved in the program, is against distributing condoms to inmates. The union believes that condoms could potentially be used as weapons, of as way to smuggle drugs. However, Mary Syllis, who is with the Center for Health Justice, the organization that will distribute the condoms, believes that this will not be the case. “Sure it’s controversial,” said Syllis. “But we know that in other jails and facilities, where there’s been access to condoms, there haven’t been negative consequences.”

CBS News reports that Police in New Castle County, Delaware arrested a Verizon employee for lewdness after responding to a compliant by witnesses who claim that they saw the man masturbating on the street in North Wilmington.

City authorities say that 18-year-old Daniel Chelland, who is a resident of Wilmington, was in the neighborhood going door to door soliciting Verizon services. Witnesses say that, while on a break, Chelland was allegedly sitting on a curb and masturbating while watching a woman doing gardening work.

Chelland was no longer on the scene by the time the police arrived, but he was later apprehended and charged with lewd behavior. Unable to post bail, which was set at $20,500, Chelland was sent to the Howard Young Prison facility in northeast Wilmington.

U.S. District Judge Susan Bucklew denied granting Max Hardcore (aka Paul Little) a new trial for “distributing obscene materials.” Hardcore and his attorneys had petitioned for a new trial for several reasons, but the judge ruled that any alleged irregularities involving various jurors did not affect the verdict, and that Max was given a fair trial.

Some of the reasons they gave for a new trial included a juror being fired from her job the night before the verdict, and the claim that a federal prosecutor reported that he “engaged in an inadvertent, but prejudicial dialogue with a juror in the elevator.” The defense motion said that, “the attorney questioned whether the juror was going upstairs to ‘watch that porn,’ and the juror affirmed that he was.

Sentencing is due September 5th. To read is scheduled to be sentenced Sept. 5.

Chinese authorities have announced that “suspicious-looking” female athletes will be required to take a gender test to prove that that are biological women in order to compete at the Olympic Games in Beijing next month, according to a story posted on timesonline.co.uk.

Olympic officials will be setting up a sex-determination laboratory where the gender identification tests will be given. The story states that these tests will be “conducted with the utmost delicacy by four experts from the Peking Union Medical College Hospital.” The experts have been working for over a year to create a process of testing that will accomplish its goal while ensuring “the minimum of embarrassment” to those women athletes who will be asked to prove that they are in fact female.

Professor Tian Qinjie is among the experts who have helped develop the testing process that will take place at the Beijing games, and has been employed by the gynecological department of the Peking Union Medical College hospital for 30 years. In a public statement he said, “Suspect athletes will be evaluated from their external appearance by experts. They will then undergo four tests, including blood tests, to examine their sex hormones, genes and chromosomes for sex determination.”

The New York Daily News reports that teen music and television star Miley Cyrus has been offered $1,000,000 to be a spokesperson for a major condom company.

In an attempt to promote safe sex for the younger generation, Lifestyles Condoms is seeking to have the 15-year-old star of the Disney Channel’s “Hannah Montana” television series be a spokesperson for the company.

Carol Carrozza, a VP for Lifestyles, spoke to the Daily News about what having Cyrus as a spokesperson would bring to the safe sex movement for teens. “Pop culture proves that teens are more ready than ever to discuss the subject of sex. With recent reports showing that one out of four teenage girls has an STD and the high level of teenage pregnancy, we believe that Miley is both influential and relatable to this afflicted set– and is the obvious choice to get the message of safe sex out to teens across America.”

However, the point of what Miley Cyrus would contribute as a spokesperson for condoms is more than likely mute, as a representative for the teen star stated that they have not been approached with any spokesperson deal, and that this is something they would “never consider.”
